Job Title: Project Consultant – Nevada Comprehensive Licensing Exam Implementation
Location: Nevada (Remote)
Reports To: Director of Admissions, State Bar of Nevada
Employment Type: Part-Time, Temporary, Independent Contractor (July 2025 – October 2026)
Position Summary:
The State Bar of Nevada is seeking a highly skilled and proactive Project Consultant to lead the implementation of the Nevada Comprehensive Licensing Exam (Nevada Plan). This role requires independent judgment, strategic decision-making, and the ability to manage complex initiatives with minimal supervision. The Project Consultant will coordinate the transition from the traditional bar exam to a three-part licensing process, including the Foundational Law Exam, Lawyering Performance Exam, and Supervised Practice Program. The position involves high- level collaboration with internal and external stakeholders to ensure timely, efficient, and high- quality execution of the implementation plan.
Key Responsibilities:
Project Leadership & Coordination
- Lead the full lifecycle of the Nevada Plan implementation, exercising independent judgment to ensure alignment with the approved timeline and budget.
- Coordinate across multiple stakeholders including the State Bar of Nevada, development teams, psychometricians, supervised practice providers, and software vendors.
- Manage the development and implementation of the Foundational Law Exam, including pretesting, applicant registration systems, and coordination with test center vendors.
Stakeholder Engagement
- Serve as the primary liaison between the State Bar of Nevada and external stakeholders, including test vendors, law schools, and supervising attorneys.
- Facilitate communication and collaboration among Task Force members, Board of Governors, Board of Bar Examiners, and the Nevada Supreme Court.
Operational Oversight
- Oversee the development and publication of training materials, certification processes, and evaluation tools for the Supervised Practice Program.
- Lead updates to the State Bar’s admissions website and software systems to support new licensing components.
- Analyze, design, and develop digital forms, workflows, and outputs to support applicant and supervisor submissions.
- Develop and manage systems for journal submission and grading, ensuring usability, data integrity, and timely feedback.
Budget & Resource Management
- Independently monitor grant funding and expenditures, ensuring financial accountability and efficient use of resources.
- Collaborate with leadership on reserve fund usage and identify additional funding opportunities.
Risk Management & Quality Assurance
- Identify and mitigate risks related to exam development, administration, and stakeholder engagement.
- Apply independent judgment to resolve issues and adapt plans as needed to maintain project integrity.
Qualifications:
- Bachelor’s degree required; advanced degree in Law, Education, Public Administration, or related field preferred.
- Minimum 7 years of experience in project management, preferably in legal, educational, or government settings.
- Proven ability to manage complex, multi-stakeholder projects with strict timelines and minimal supervision.
- Familiarity with standardized testing, legal licensure, or bar admissions processes is highly desirable.
- Strong leadership, communication, and organizational skills.
- Proficiency in digital tools and platforms, with the ability to quickly learn new systems.
- Experience with digital form creation, workflow automation, and educational assessment platforms is strongly preferred.
- Demonstrated ability to analyze, design, and develop operational workflows and outputs.
